613 is the number of commandments in the Torah, the first of which for Jews is circumcision (reproduction technically being the first commandment to Adam but that applies to all mankind), so either this document is a clever coded Jewish joke, or it's God's joke on them (your circumcision isn't enough for Me, now cut off the whole thing) along the lines of Exodus 10:2:
